I use Lemon Pledge (yes, the stuff you shine up wood furniture with) on my wheel wells (mostly the plastic). It looks baby's ass smooth and doesn't drip any crap onto your wheels. The lemon smell is a plus too ;) You'll have to do more the first time to clean them though if they are caked. Simple green can work, but you'll not want to do this with the wheels on if you don't have to. Take them off and get in there and clean them good. A degreaser of some sort should do it. If it's REALLY bad, some of the Griots Garage undercar products will knock out the caked on stuff (not on the plastic).
